S002 “BSR Food Coalition”

On 29 September 2023 the training on school children nutrition and Green public procurement for food products and catering took place at the Kandava Regional Elementary School for procurement specilists and school epresentatives from Kurzeme municipalities as part of the BSR Food Coalition project.

Lecturer Ilva Dreimane presented recent modifications in the Public Procurement Law as well as practical recommendations which could help to facilitate the presence of local products in school meals.

School meals is an important and complicated topic, especially in the context of local farmers and their production – often the rules of the Public Procurement Law and many other regulations, food quality standards and control procedures dicourage farmers from participating in public procurements. Also the public procurement specialists at municipalities have often been heavily overloaded and it encumbers them to spend time on identifing the interest of local farmers and the quantities of the grown local production beforehand and to accordingly split the procurement lots in order to give a better chance for small farmers to participate in school meals’ procurements. The best solution in participant discussions was mentioned to be the need for simplifying the regulation of Public Procurement Law and cancelling/increasing the procuremet ceiling for small rural schools.
